Jim Luce graduated from the University of Oregon Law school, and served as the City of Everett’s Economic Programs Manager and later as a Deputy in the Snohomish County Prosecutors Office. He began work at Bonneville and retired as BPA “ Senior Assistant General Counsel for the Environment” before Chairing Wahington State Energy Siting Counci.
